 Patch DG*5.3*935 is being released to support the enhancements for the  Enterprise Health Benefits 
Determination (EHBD) program that focuses on  updates for the Enrollment System Modernization 
(ESM) project, which supports  Enrollment System Community Care (ESCC).
  
 DG*5.3*935 is also being released in support of the Enrollment System (ES)
 4.8.0 release. Refer to Informational Patch EAS*1*xxx (Enrollment  Application System) for additional 
details regarding the ES release.
  
 This multi-package build and is distributed as a host file.
 The host file: DG_53_P935.KID
 It can be obtained from one of the anonymous Secure File  Transfer Protocol (SFTP) directories listed in 
the 'Software and  Documentation Retrieval Instructions' section of this patch. 
  
 Veteran Plan - Veterans Choice Wait Time Health Benefit Plan (HBP) is  corrected to include a hyphen as 
part of the post-install logic. 
 The HBP name will be changed to "Veteran Plan - Veterans Choice Wait-Time".
  
 The Department of Defense (DoD) Electronic Data Interchange Person Identifier
 (EDIPI) is updated on the Veterans Health Information Systems and Technology  Architecture (VistA) 
system via the Master Veterans Index (MVI). The EDIPI is  stored in the SOURCE ID field, on the 
TREATING FACILITY LIST file (#391.91). 
 The Member Identifier (ID) build components will include the display of the  Member ID (also known as 
EDIPI) for a patient in the header /banner in VistA. 
 VistA will display the Member ID on the Patient Registration and Inquiry  screens from the following 
menu options: (all menu options below use the same  updated header /banner)

 The Future Discharge Date (FDD) Military Service Episode (MSE) build  components include changes to 
manage and process an FDD MSE. The MSE can be  manually updated in the Enrollment System (ES). An 
MSE can be received from  the military service broker or via an on-line Healthcare Application. A  
Veteran can apply for Department of Veterans Affairs (VA) health benefits  enrollment before being 
discharged from the military. ES is the VA  authoritative system for this information. VistA will update 
the MSE list to  match the episodes provided by the ES. FDD data will not be transmitted from  VistA to 
the ES.
 
 1.  Update VistA to receive the FDD MSE in the ZMH message segment on the 
     ORU-Z11 or ORF-Z11 Health Level Seven (HL7) message from ES.
  
    a. The FDD MSE received from ES is designated with a ZMH segment type 
       of FDD and will contain the Branch of Service, Service Entry Date, and 
       Future Discharge Date data components.
  
 2.  Update VistA to store the FDD MSE received from ES.  
  
    a. VistA will store the FDD MSE in the existing MILITARY SERVICE EPISODE 
       sub-file (#.3216) of the PATIENT file (#2).  The FDD will be stored in 
       the FUTURE DISCHARGE DATE field (#.08) in the MILITARY SERVICE EPISODE 
       sub-file (#.3216) of the PATIENT file (#2).
   
    b. The VistA system will remove the military service episode and 
       associated Future Discharge Date when notified by ES that the Future
       Discharge Date is expired or deleted. The absence of the FDD MSE ZMH 
       segment on the ORU-Z11 or ORF-Z11 HL7 message from ES will result in 
       the deletion of the FDD MSE in VistA.
 
    c. There will be one or no instances of a FDD (it is optional).
  
 3.  Update VistA to display the Future Discharge Date when the FDD exists.   
     The FDD will be displayed on the MILITARY SERVICE DATA, SCREEN <6> and
     MILITARY SERVICE DATA, SCREEN <6.1> screen in the following Menu options.

 4.  A VistA user will not be able to add, edit, or delete an FDD MSE.  The 
     FDD MSE will be locked by ES by sending an FDD ZMH segment with a one in 
     the seventh piece of the record which represents setting the DATA LOCKED 
     field (#.07) in the MILITARY SERVICE EPISODE sub-file (#.3216) of the 
     PATIENT file (#2). 
  
 5.  Currently VistA receives a Health Eligibility Center (HEC) MSE from ES 
     in the ZMH segment on the ORU-Z11 and ORF-Z11 messages.  An HEC MSE is 
     stored in the MILITARY SERVICE EPISODE sub-file (#.3216) of the PATIENT 
     file (#2) and locked from a VistA user editing or deletion.  When ES 
     deletes an HEC MSE for a Veteran with more than one MSE, the absence of 
     that particular deleted HEC MSE ZMH segment on the ORU-Z11 or ORF-Z11 
     HL7 message from ES will result in the deletion of that HEC MSE in 
     VistA. 
 
 6. Vista REE will not send a Military Service Episode record to downstream
    applications when an associated Future Discharge Date exists (that is 
    not null).

 Pre/Post Installation Overview:
 -------------------------------
 This post-install process will run the routine the post install routine
 DG53P935 to change Veteran Plan - Veterans Choice Wait Time Health Benefit  Plan (HBP) in the 
HEALTH BENEFIT PLAN file (#25.11) to "Veteran Plan -  Veterans Choice Wait-Time".  A message will be 
displayed regarding HBP name  correction. If an error occurs, this message will be displayed:
 "An Error occurred during updating Plan: (Health Benefit Plan) Please log  CA SDM ticket".
 
 This post-install logic will close Defect #572857 "Hyphen is missing for  Wait-Time in both ES and VistA".  
  
 The post-installation routine DG53P935 should be manually deleted  from your system using the 
KERNEL option Delete Routines [XTRDEL] upon  completion of the installation.

running. Stop all Messaging Background Processes by using  the [HL STOP ALL] option on the Filer and 
Link Management Options [HL MENU  FILER LINK MGT] menu.
  
 This patch may be installed with users on the system although it is  recommended that it be installed 
during non-peak hours to minimize  potential disruption to users.  This patch should take less than 5 
minutes  to install.
  
 Installation Instructions:
 --------------------------
 1. Download DG_53_P935.KID into your local directory.
  
 2. From the Kernel Installation and Distribution System (KIDS) Menu, 
    select the Installation menu. 
  
 3. Use Load a Distribution option. You may need to prepend a directory 
    name. When prompted for "Enter a Host File: ", respond with
    DG_53_P935.KID
  
     Example: USER$:[ABC]DG_53_P935.KID
  
 4. From the Kernel Installation and Distribution System Menu, select 
    the Installation Menu. From this menu, select the 'Load a Distribution'
    option. When prompted for "Enter a Host File: ", respond with
    DG_53_P935.KID
  
 5.  From the Kernel Installation and Distribution System Menu, select the
     Installation Menu.  From this menu, you may elect to use the following
     options. When prompted for the INSTALL NAME enter the patch # 
     (DG*5.3*935):
     a. Backup a Transport Global - This option will create a backup
        message of any routines exported with this patch. It will not
        backup any other changes such as DD's or templates.
     b. Compare Transport Global to Current System - This option will
        allow you to view all changes that will be made when this    
        (routines, DD's, templates, etc.).
     c. Verify Checksums in Transport Global - This option will allow
        you to ensure the integrity of the routines that are in the
        transport global.
  
 6.  From the Installation Menu, select the Install Package(s) option and
     choose the patch to install. 
  
 7.  When prompted 'Want KIDS to Rebuild Menu Trees Upon Completion of
     Install? NO//', respond NO.
  
 8.  When prompted 'Want KIDS to INHIBIT LOGONs during the install? NO//',
     respond NO.
  
 9.  When prompted 'Want to DISABLE Scheduled Options, Menu Options, and
     Protocols? YES//', respond YES.
